
designer.exe is located in the following folder. There were various other workarounds, but all of them didn’t work, and after all, when I ran designer.exe in site-packages, it started, so I decided that it was okay. But even this did not launch Qt Designer.exe. I was asked to run it with python -m and run the command again to complete the installation.
